Immigration services
The City of Kerava's immigrant services are responsible for the initial integration of refugees who are beneficiaries of international protection, including providing guidance and counselling.
Immigration and integration services are provided by integration counsellors, a service coordinator, counsellors, a job coach, a coordinator, and a service manager.
The City works closely with other authorities that organise immigrant services. The City provides services for immigrants in cooperation with the wellbeing services county of Vantaa and Kerava. Our partners in the reception of quota refugees are the Uusimaa ELY Centre and the wellbeing services county of Vantaa and Kerava.
Kerava also maintains an integration support network that regularly brings together representatives from the city, educational institutions, and the third sector. The network connects integration specialists, improves the exchange of information, and coordinates and creates opportunities for collaboration.

Guidance and counselling
Advice point Topaasi
Topaasi is Kerava International Services’ Guidance and Advice point. We assist and guide immigrants living in Kerava with various everyday problems and questions, for example:
- Filling application forms
- Public services and booking appointments
- City services
- Housing and leisure
Walk-in service on Monday, Wednesday and Thursday. Tuesdays by appointment only. Fridays closed. If you have a time-consuming matter, you can request an appointment by phone or by email.

Service coordination
The service coordinator provides personalised support to immigrants who need guidance and assistance with using public services. The service coordinator helps clients learn to use public services independently; for example, how to fill out forms, use online services and develop digital skills. The goal is to promote independent use of the Finnish public services system.

Reception of quota refugees and promotion of integration
Integration counsellors are responsible for the initial integration, guidance, and counselling of quota refugees who are under international protection and are moving to Kerava.
If necessary, an assessment of integration service needs and competence may be conducted and an integration plan prepared for an immigrant outside the labour force, in accordance with the Act on the Promotion of Immigrant Integration.

Job coaching
Job coaching is personalised guidance tailored to the client’s specific needs and circumstances. It provides targeted support in job searching, career planning, drawing up application documents and preparing for job interviews.
The coaching is intended for unemployed immigrants living in Kerava who have completed higher education. This service is designed for people who need support and guidance with job searching, career planning, education, or entrepreneurship.

Finnish language group activities
We organise Finnish language group activities for immigrants living in Kerava. The main focus is on the language skills needed in everyday life and on developing those skills. The groups are open to everyone and free of charge. No advance registration is required. The groups run on a walk-in basis.
Beginner groups are intended for those who do not yet speak Finnish. Refresher groups are for learners who know the basics and want to learn more Finnish. Discussion groups place particular emphasis on spoken language skills.
- Beginner Finnish (slow pace) 12 January – 12 May 2026, Mondays and Tuesdays from 9:00 to 11:00 a.m.
- Beginner Finnish (with English as support language) 14 January – 14 May 2026, Wednesdays and Thursdays from 9:00 to 11:00 a.m.
- Finnish refresher group: 12 January – 11 May 2026, Mondays from 1:00 to 3:00 p.m.
- Finnish discussion group: 14 January –13 May 2026, Wednesdays from 1:00 to 3:00 p.m.

Multilingual community orientation
The multilingual community orientation course provides immigrants with information about Finnish society in their native language or another language they speak fluently. It is a statutory service provided during the initial phase of integration and part of the municipality’s integration services entity.
Clients are referred to the service primarily through their employment area. The employment area specialist will notify the client when a community orientation course becomes available.
